From a basement in suburban Washington, D.C. in 1999 to one of the most trusted small businesses in federal IT.

1 Source Consulting, Inc. (1Source) has an ongoing story, and the journey continues as we transition to a new brand, a new identity, and a bright future as Business Technology Integrators (BTI). From humble beginnings in a basement in suburban Washington, D.C. in 1999 to being awarded the largest contract ever given to a minority-owned business in support of the United States Government just a few short years later, 1Source has been a force to be reckoned with throughout its near twenty-five-year history.

With a mission to "Create Synergy between Business and Technology", 1Source operated with a business-centric customer approach, aligning business requirements with innovative technology solutions. Following these guidelines, we supported many federal agencies, including the Departments of Energy, Defense, Treasury, and Transportation — creating an incredible library of past performance and remaining a leader within the Information Technology industry.

Our approach has been predicated on partnering with our customers to garner a comprehensive understanding of all aspects of their mission requirements and operational needs. Our innovative technology solutions are the direct result of determining how to automate business processes and improve the overall reliability and accuracy of data.

Establishing a business under the SBA 8(a) Business Development program is not for the faint of heart, and leaving the protection of that program to enter the full and open marketplace is a challenge many small businesses do not survive. The strength and perseverance of our executive leadership and supporting team members allowed us to navigate an uncharted path of recertifying as a small business — a rebirth that rejuvenated the company and refocused its energies on the spirit in which it was established.

William R. Teel Jr.

President & Chief Executive Officer

William is responsible for the overall executive leadership of BTI, including business affairs, corporate strategic planning, and mission success. A native of Anacostia in Southeast Washington, D.C., he was the first in his family to graduate from college, earned an R.O.T.C. commission to Second Lieutenant in the U.S. Army, and later two Master's degrees — an M.B.A. from Johns Hopkins University and a Master's in Information Technology from Bowie State University. His vision was to build a strategic IT and management firm delivering on the promise of great IT services to U.S. government clients, and he has never forgotten his humble beginnings, emphasizing personal and corporate philanthropy throughout his career.

Kimberly Logan

Sr. Vice President, Corporate Operations

A graduate of Bowie State University with a Master's degree in Administrative Management, Kimberly brings over 25 years of expertise in Corporate Strategy, Quality and Compliance, and Operations Management. She oversees BTI Corporate Operations — driving Strategic Operations and Performance Management including contract management, performance and reporting — and is deeply involved in financial management, budgeting and resource allocation. Guided by the belief that leadership is about creating a vision, empowering your team, and navigating challenges with resilience and integrity, Kimberly leads with transparency and empathy.

Diane Jeffers

Vice President, Corporate Administration

Diane is a seasoned executive with over 25 years of experience in administration. She holds a Bachelor of Science from Frostburg State University and began her career in Human Resources at SAIC before moving to Maden Technologies. She joined BTI in 2007 and returned in 2018 with valuable industry experience. Her expertise spans Human Resources Management, Facilities, Security, Quality, and Infrastructure Administration — areas she oversees today. She is widely respected for her integrity and her ability to handle sensitive employee relations and compliance matters.

Alcohol and Tobacco Tax and Trade Bureau (TTB)

Originally awarded in 2012 under SIN 54151S and valued at more than $78M, BTI conducted IT operations, enterprise-wide network, infrastructure, IT strategic planning, and enterprise architecture support for thousands of users across the U.S. We ensured robust High Availability and Disaster Recovery capabilities, with restoration of mission-critical services within 24 hours, and managed backups, recovery and archiving to protect data integrity.

Department of Veterans Affairs — Wi-Fi NextGen

A comprehensive modernization effort across CONUS VA Medical Centers and hospitals, emphasizing the refresh and replacement of legacy copper and fiber cabling so the network can support next-generation Wireless LAN Controllers, access points and increased bandwidth. The upgrades enable expanded 5 GHz deployment for VA laptops, Nurse Call voice systems and Telehealth video, while meeting FIPS 140-2 security requirements.

OCONUS Enterprise Network Modernization

BTI delivers comprehensive Wi-Fi survey and cable installation services across nearly 30 OCONUS customer locations, with additional sites planned. We develop and execute detailed, site-specific survey and deployment plans that account for the unique access restrictions, security requirements and safety considerations of international facilities.

HUD External Disaster Recovery Colocation Data Center

A mission-critical project establishing a secure disaster recovery colocation data center for HUD, safeguarding IT infrastructure against natural disasters with 24/7/365 access, full N+1 component redundancy, warm and hot colocation sites geographically separated from HUD's primary data center, and compliance with federal standards including FISMA.

BTI provides program management support with proven, repeatable business processes and customer interaction management tools. We apply ISO standards for Quality Management, CMMI Maturity Level 3-appraised processes for Systems Development and Engineering, ITIL v4 for Service Delivery and Management, ISO 27001 certified Information Security Management, and PMBOK for Project Management and Control.
